Typically this is because it is pointed to the wrong database. I’ve also had instances where the installation was corrupted and after a reinstall it would blank out the Main SQL Server causing this error message. Here is how I resolved the issue.
First, enter the Set File Locations Utility. This can be done by adding the “/s” switch on the Time Matters shortcut, See screenshot below.

Second, Create New File Location. See screenshot below for reference. Delete the Main Office Location after successful creation of new file location.

Launch Time Matters and you should have the login screen, but if the problem persists, I’d recommend verifying the settings on another workstation.
